Bridge Builders Don't Take IOUs

Yet, human service organizations wait for funds even after services are provided

The past two years have starkly illustrated the urgent need for reform of the nonprofit human services financing model as it relates to government contracting. What can the Alliance for Children and Families, United Neighborhood Centers of America (UNCA), and their member organizations do to enact real, lasting reform? And what might a reformed system look like?

These are the questions considered in this article, which is the second in a two-part series about how the country’s social safety net is being strained to its breaking point by the recession, state budget deadlocks, longer waits for government reimbursements, declining endowments, and decreasing donor giving.
